Every mandate on the register. Nothing invisible.
Each row is a real HUD notice, GSE requirement or adjacent rule from our build register — with its compliance deadline as stated in the cited primary source, the module lane it maps to, and the document it came from. BUILD-NOW and BUILD-NEXT are shown by default; that is the active build queue. Dispositions are our internal triage of the register, not a claim that a feature has shipped — shipped status lives on the module pages.
Every mandate has a named owner. 171 of the 305 are answered by a portal module and link straight to it. The remaining 134 are deliberately outside this portal, and each says so on its own row with the reason: agency and capital-side duties that bind a Fannie Mae or Freddie Mac seller/servicer rather than a housing authority, Housing Finance Agency and LIHTC allocating-agency duties, entity and investor integrity duties on the ownership entities, workforce compliance that belongs to a separate product, and HUD cyber and Privacy Act duties discharged by the portal's own security baseline (role-based access, hash-chained audit log, break-glass) instead of a caseworker screen. Hover any owner chip for the reason. Zero rows are unassigned; if that count above ever rises above zero, it is a real gap and it stays visible.
